title

Request for approval of a joint participation Interlocal Agreement with West Harris County Regional Water Authority (WHCRWA) for 100% cost share of water and sanitary utility relocations and related appurtenances in connection with Bear Creek Village Subdivision Drainage Improvements - 2018, UPIN 19104MF12M01, Precinct 4.

end

Background and Discussion: The Bear Creek Village Subdivision is 675 acres generally bound by Clay Road to the south, State Highway 6 to the west, Addicks Satsuma Road to the north, and the Addicks Reservoir to the east. The structures in the subdivision have suffered repetitive flood losses. Most recently, during Hurricane Harvey, 1,396 structures were flooded. Prior to that, the Tax Day flood in April 2016 flooded 306 structures. Drainage problems within the Bear Creek Village Subdivision primarily result from ponding areas where the storm sewer system is inadequate to collect and drain extreme event runoff. Drainage analysis has shown that street regrading and storm sewer replacement, in addition to channels in the reservoir, will provide the optimal reduction in flooding for the subdivision. WHCRWA benefits from the proposed improvements and has agreed to a joint participation to fund 100% of the water and sanitary relocation during construction.

Expected Impact: This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Bear Creek Village subdivision. The fiscal impact for this project will come from WHCRWA. No impact on the project schedule or staffing is anticipated.

Alternative Options:

The proposed improvements to this project cannot be completed without addressing the water/sanitary utility conflicts.
