Background and Discussion:
On April 23, 2024, Harris County Commissioners Court approved a contract with the University of Houston Institute for Research on Women, Gender & Sexuality (UH IRWGS) to conduct an evaluation of the economic impact of the Early REACH program (contracted child care slots pilot program). The scope of the evaluation includes center, family, market impacts, and cost effectiveness of the program.
This comprehensive evaluation provides an initial assessment of the implementation of Harris County’s Early REACH Contracted Slots Child Care Program in Year 1. It highlights early successes in program operations, staffing, and family engagement, and explores the economic impact of the program on Harris County through preliminary observations on outcomes for participating children, families, and child care centers. The report establishes a foundation for ongoing evaluation and provides insights that will inform future program decisions and enhancements.
