Background and Discussion:

Harris County’s M/WBE policy includes a Sunset Provision (Section 10) adopted November 10, 2020, by the Court that sets a five-year deadline for the program if not reenacted.

•                     SECTION 10: Sunset Provision- The Program shall sunset five years from adoption of this Policy, unless otherwise reenacted. The County shall regularly review the operations and achievements of the Program. The County shall perform a disparity study prior to the sunset date.

Harris County should extend the program to continue to implement the M/WBE program and achieve the aspirational goals of 30% M/WBE expenditures as identified in the 2020 Disparity study.
