Background and Discussion:

The proposed project focuses on critical improvements to C.E. King Parkway, reconstructing it from two to four lanes from Tidwell Road to Beltway 8.  The project includes construction of a bicycle and pedestrian trail, and other access management improvements to improve safety and connectivity.

Harris County has identified the proposed improvements as a high priority due to the increasing severe daily recurring congestion along C.E. King Parkway between Tidwell Road and the Beltway 8. The negative impacts of this congestion extend well beyond the proposed project impacting businesses, residents, and schools.  The proposed improvements will reduce traffic congestion and improve safety and air quality. The grant application will seek $32 million of the Department of Transportation’s federal funds through the H-GAC with $8 million of local matching funds from Precinct 1 for a total project cost of $40 million.

Expected Impact:

The submission of this grant application, under the H-GAC’s 2023 Project Selection Process will allow Harris County to seek federal funds to construct improvements to reduce traffic congestion, increase transportation safety, improve pedestrian accommodations, reduce vehicular emissions, and decrease the travel delays on the C.E. King Parkway corridor.

Alternative Options:

To not to apply for the Houston-Galveston Area Council’s 2023 Project Selection Process and pursue the proposed project with local funding.
