Request for approval of the Harris County HCD Program Year 2024 (PY2024) Consolidated Annual Performance and Evaluation Report (CAPER) to submit to the U.S. Department of Housing and Urban Development (HUD) after the end of the required 15-day public comment period.

Background and Discussion:
Per 24 CFR Part 91, the Consolidated Planning regulation, the U.S. Department of Housing and Urban Development (HUD) requires all participating jurisdictions to report on the use of HUD entitlement funds, actions, and accomplishments in addressing the needs stated in the Consolidated Plan through the Consolidated Annual Performance and Evaluation Report (CAPER). The Harris County HCD Program Year 2024 (PY2024) CAPER is the first annual performance report for the PY2024-2028 Consolidated Plan and describes progress made from October 1, 2024 to September 30, 2025. In PY2024, Harris County received $21,090,918 in Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), and Emergency Solutions Grant (ESG) funds, plus an estimated $8,955,179.92 in program income for a total of $30,046,097.92 in available funding. All projects expended entitlement funds totaling $27,433,010.91 during PY2024, including prior-year funding.
The PY2024 CAPER meets 3 basic purposes: 1)Provides County leadership with annual information on HUD activities; 2)Provides information necessary for HUD’s Annual Report to Congress; and 3) Provides Harris County an opportunity to describe to citizens their successes in revitalizing deteriorated neighborhoods, serving low and moderate income communities, addressing slum, blight, and urgent community needs, and meeting objectives stipulated in the Consolidated Plan. The CAPER also discusses actions taken to affirmatively further fair housing, overcome obstacles in meeting underserved needs, eliminate barriers to affordable housing, overcome gaps in institutional structure and enhance coordination, and reduce the number of persons living below the poverty level.
Expected Impact:
The CAPER is required by HUD from all jurisdictions receiving annual entitlements of formula grants. The approval allows Harris County HCD to submit the PY2024 CAPER to HUD as per the regulation and align Harris County HCD to receive the next allocation of funding for PY2025 that will be used for affordable housing, community development, and public and homeless services.
Alternative Options:
No action would result in Harris County not meeting the requirements as per 24 CFR 91.520(a), stating as a recipient of HUD Entitlement Funding, HCHCD is required to submit an annual performance review to HUD within 90 days of the end of the program year.
