Background and Discussion:
Harris County Office of the County Engineer received American Rescue Plan Act (ARPA) funding for wastewater and water projects. Through a vetting process, the Westfield Estates Sanitary Sewer System project was selected. The project scope includes sanitary sewer lines, manholes, a lift station and a force main, as well as connecting properties to the new system and abandoning existing septic systems. This initiative addresses environmental concerns by replacing failing septic systems that risk contaminating roadside ditches and nearby waterways.
This change order is tied to PCO -1 and 2. PCO-1: The delay in acquiring the property for the sanitary lift station located at 2302 Chamberlain Street prevented the contractor from starting critical work as scheduled on January 27, 2025, impacting on the project’s critical path. Harris County’s late completion of the property acquisition on May 20, 2025, delayed the construction of the lift station, as well as the procurement of piping materials, electrical equipment, and the backup generator. A Time Impact Analysis confirmed that this delay shifted the project’s substantial completion date from July 20, 2026, to October 30, 2026, an extension of 102 calendar days. Consequently, both the Office of the County Engineer (OCE) and the Engineer of Record (EOR) recommend approving a 102-day time extension through a Change Order.
PCO-2: The Change Order incorporates the installation of the third base elbow, along with the necessary coatings, guide rails, and riser pipe, into the top slab during the current construction phase to accommodate a potential future third pump. Completing this work now avoids extensive future underground tasks such as bypassing the lift station, coring the slab, and repouring concrete which would be more costly and disruptive. Including these items at this stage ensures proper alignment, minimizes future downtime, and enhances long-term operational efficiency. The proposed Change Order adds an additional cost of $35,301.89
The Combined total for PCO-1 and PCO-2 is $35,301.89, representing approximately 0.17% of the total project budget, with an additional time of 102 calendar days.
The County issued the Project’s Notice to Proceed on January 27, 2025. Per Section 5.3 of the Contract’s General Conditions, the work was to be completed within 540 days of the Notice to Proceed, or by July 20, 2026. With this and all other prior approved change orders, the work is to be completed within 642 days of the Notice to Proceed, or by October 30, 2026.
Expected Impact:
The changes add additional cost to the contract, ensuring the project aligns with its originally intended objectives. This change order adds $35,301.89 to the project contract amount and extends the contract duration by 102 calendar days, adjusting the project completion date to October 30, 2026.
Alternative Options:
No alternative options: If no action is taken, the sanitary system and other infrastructure constructions will not be completed.
