Request by the Sheriff’s Office for approval to submit an application to the Office of the Governor/Criminal Justice Division for grant funds in the amount of $940,000.00, with no required match, for the FY 2026 Bullet-Resistant Components for Law Enforcement Vehicles Program.

Background and Discussion:

The Harris County Sheriff's Office (HCSO) seeks grant funding through the Texas Governor's Office - Public Safety Office, Criminal Justice Division (CJD) FY 2026 Bullet-Resistant Components for Law Enforcement Vehicles program to enhance deputy safety and survivability during firearm-related assaults.

This project will install NIJ Level IIIA-rated bullet-resistant windshields, side windows, and door panels in both marked patrol vehicles and unmarked high-risk vehicles. Specifically, 150 patrol vehicles will receive bullet resistant windshields, and 50 unmarked vehicles will receive full ballistic protection packages.

Deputies routinely face firearm threats while sitting in patrol vehicles, especially during traffic stops, ambush-style attacks, and high-risk responses. By mitigating a key vulnerability, this project will reduce injury and fatality risks, improve officer confidence, and strengthen public safety throughout Harris County. This grant would provide funding for bullet-resistant components for law enforcement vehicles.

The maximum grant period of 12 months will tentatively commence on March 1, 2026.

Expected Impact:

This grant would outfit 150 patrol vehicles with bullet-resistant windshields and 50 unmarked vehicles with full ballistic protection packages. The tentative start date is March 1, 2026 and the grant may not exceed 12 months. Funding from this grant will contribute to reducing officer injuries and fatalities associated with firearm assaults.

Alternative Options:

Not applying for this grant would mean forfeiting the opportunity to improve the protection of officer vehicles.
