Background and Discussion:

On June 6, 2024, Commissioners Court approved an agreement totaling $4,323,370.43 with The Harris Center for Mental Health and IDD to implement the Inspire Program. Inspire is designed to provide essential resources, assistive technology, and services to families of young children with disabilities. These services promote community inclusion, support early learning and development, and help prevent institutionalization. The amendment is cost neutral.

The Harris Center for Mental Health and IDD requests the reallocation of $82,758.84 from the Travel and Supplies budget line items to Personnel and Fringe. This adjustment will help ensure consistent staffing levels, retain qualified personnel, and allow staff to manage caseloads more effectively, thereby optimizing outcomes for program beneficiaries.

Expected Impact:

The amendment will extend the program’s operational capacity, expedite the processing of eligible beneficiaries, and ensure timely billing and expenditure of allocated funds.

Alternative Options:

Commissioners Court could forgo approving the agreement with the Harris Center resulting in excess funds at the end of the contract term.
