Background and Discussion:
Westheimer Parkway is a divided east-west major thoroughfare located in Precinct 4, west Harris County, southeast from the intersection of South Fry Road and Westheimer Parkway with a posted speed limit of 45 miles per hour (mph) and an open ditch-drainage cross-section. Crash data at this location shows a history of speed-related crashes involving cars exiting the roadway. Speed data was obtained to determine the 85th percentile speed along Westheimer Parkway in front of Freedom Park located in Fort Bend County. The recorded 85th percentile speed was 55 mph and 60 mph for the eastbound and westbound approaches, respectively. The scope of this project includes to provide a signalized intersection at Fun Fair Positive Soccer and a 10 FT wide asphalt trail, approximately 0.5 miles connecting from Fun Fair Positive Soccer to Freedom Park.

Expected Impact:

By providing a signalized intersection, this project seeks to reduce vehicle speeds and regulate traffic flow. Slower traffic encourages drivers to be more attentive to their surroundings, including pedestrians, cyclists, and other vehicles. This increased awareness can lead to safer road behavior and reduce the risk of accidents.

By connecting Fun Fair Positive Soccer and Freedom Park with a safe crossing route, the project fosters community connectivity and encourages outdoor activities and recreational pursuits.

 

Alternative Options:

Alternative options for the crossing include to construct a bridge over Westheimer Parkway, cross at the nearest intersection approximately 0.5 miles away, or develop Harris County standards to install an uncontrolled Z-crossing.
