Background and Discussion:

The National Emergency Food and Shelter Program (EFSP) began in 1983 with a $50 million federal appropriation created by Congress.  This program was designed to help meet the needs of hungry and homeless people throughout the United States and its territories by allocating federal funds to supplement the work of local social service organizations within the United States, both private and governmental, to help people in need of emergency assistance.

On January 9, 2025 the Alliance of Community Assistance Ministries, Inc. (ACAM), acting as the Local Board for the EFSP, released an application for EFSP Phase 42 funds. During the last grant cycle, Harris County Housing and Community Development (HCD) was awarded an amount of $278,944 in EFSP Phase 40 and $139,959 in EFSP Phase 41 funding to provide emergency rental and utility assistance to approximately 777 Harris County residents. Now, HCD proposes to submit an application for EFSP Phase 42 grant funds. This application will serve as a renewal grant for on-going services administered by the County for the last 36 years. This grant will provide emergency rental and mortgage assistance to approximately 130 eligible low-income households. The application will request $400,000 to provide these services for the grant period.

Expected Impact:

Approval to apply for the EFSP Phase 42 grant will allow HCD’s Community Resiliency Division to supplement existing funding to continue to assist approximately 130 low-income households with rent and mortgage assistance. The potential fiscal impact is an additional $400,000 in EFSP funds.

Alternative Options:

There are no alternatives. HCD’s Community Resiliency Division depends on this funding source to continue to adequately provide financial assistance to those families who are eligible and in need of emergency financial assistance.
