Background and Discussion:

As part of the Barrier Free HCTRA program, a Design Concept Report (feasibility study), design and permitting are needed for a proposed Bicycle/Pedestrian connection from Terry Hershey Park to Arthur Storey Park, located along the west side of Rogerdale Road from Westheimer Road south to Richmond Avenue.  This agreement aims to enable HCTRA to capitalize on the groundwork laid by the Westchase District, ensuring efficient use of existing investments and the continuation of ongoing efforts.

Acknowledging that the tollway presents a significant obstacle to local connectivity across Harris County, this project aims to address safety concerns at intersections.  Furthermore, it aligns with the objective of the Barrier Free HCTRA program by bridging a gap in the regional multimodal mobility network along the Sam Houston Tollway. By facilitating safety travel for pedestrians and bicyclists alongside vehicular traffic, this project aims to enhance accessibility and safety for all road users.

This agreement is for Phase One to include completion of a City of Houston Design Concept Report “Lite”, design services and permitting. Phase Two of the Project consists of subject trail, Terms and Conditions and cost to be determined at a later date.

Expected Impact:

This project aligns with Harris County’s goals of providing reliable, safe, sustainable, and evolving mobility system that meets the diverse connectivity needs of all Harris County residents.
