Project Description:

Building on Phase Two, which secured 35- and 40-passenger buses, Phase Three advances mid-size paratransit expansion and the addition of specialized service vehicles. As part of this asset acquisition, the precinct will procure four additional 35-passenger buses equipped with ADA-compliant lifts. This operational goal will eliminate the service gap for 2026 field trips and special events by replacing aging units that have exceeded their 10-year or 150,000-mile service life. The investment will support more than 27,000 annual riders based on 2024 data and address approximately 194,000 miles driven each year across Precinct 2.

Justification & Alternatives:

The FY25 analysis confirms that purchasing and managing vehicles in-house is more cost-effective than leasing or outsourcing, which carries a 20-30% premium and presents reliability risks for time-sensitive community events. New vehicles will improve safety and operational efficiency by reducing maintenance-related downtime and supporting the County’s Vision Zero initiative to protect all road users. Phase Two of Strategic Goal 4 focuses on improving physical and mental health outcomes by reducing social isolation among seniors through reliable transportation to community centers. In support of Climate and Resilience Initiative Goal 5, replacement vehicles will use cleaner-burning engines or hybrid options to reduce the precinct’s carbon footprint and align with 2026 sustainability objectives.
