Background and Discussion:

Nationally, New York City is the only major county or city that has deployed a letter-graded “scorecard’ for its agencies, allocating 3.8% ($1.16 billion) of its $30.4 billion FY21 contracts to M/WBEs. The New York City Controller used an M/WBE Scorecard from FY14 to FY21. The scorecards assessed 32 city agencies, with a letter grading system (A, B, C, D, or F) for each agency. The grade includes ratings that incorporated mandated equity assessments covering gender, race, income, and sexual orientation outcomes. New York City’s scorecard provided transparency for program outcomes and assesses actual contract awards to M/WBEs.

Harris County Precinct One has confirmed that the Harris County Auditor is able to develop a scorecard that measures the level of implementation of the Minority and Women-Owned Business Enterprise (M/WBE) program with Harris County departments if given access to the appropriate data. This scorecard would provide a simple public assessment of progress to goals in specific M/WBE program implementation categories.

•                     The scorecard should use existing data that is available and/or managed by Department of Economic Equity & Opportunity, Harris County Flood Control District, Harris County Toll Road Authority, Office of County Engineering and other relevant departments.

•                     The scorecard should use a simple letter rating system of A, B, C, D or F for a transparent view on the outcomes achieved by the MWBE programs by each Harris County department.

To implement an M/WBE scorecard, Harris County would create a rating system that assesses County department on their successful implementation of M/WBE programs. This scorecard would apply a simple letter rating system of “A, B, C, D or F” for a transparent view of the implementation of the M/WBE programs by each Harris County department and if possible regional entities.

Expected Impact:

The scorecard would provide a higher level of accountability for implementation of Harris County’s M/WBE program and a transparent way to measure the success of the program through a letter grading system.
