Background and Discussion:

Providence Place, known as Ella, is a sixty (60) home single-family development initiative, and Orchard Place, known as Vista, is a fifty-four (54) home single-family development initiative, both funded through Community Development Block Grant - Disaster Recovery (“CDBG-DR”) dollars in partnership with the Texas the General Land Office (GLO) and the Department of Housing and Urban Development (“HUD”)  and partnerships program. These projects are two of three single-family home initiatives the County is developing to fulfill key recovery objectives following Hurricane Harvey. A leading objective is to increase the supply of decent, safe, affordable housing.

This item authorizes HCD Executive Director to execute necessary transactions that create and fund the beginning stage of the HOA for these developments.

Expected Impact:

Funds will be used to establish the HOAs for the initial development period as described in backup, utilizing $100K in HCD’s Program Income generated from ARPA Affordable Housing transactions.

Alternative Options:

If these homes are not constructed in support of the SFNC program, HCD will be unable to provide affordable newly constructed homes to LMI homebuyers that were directly or indirectly impacted by Hurricane Harvey and face financial challenges to become a homeowner.
