title
Request by the Flood Control District for approval to accept from the U.S. Environmental Protection Agency grant funds in the amount of $5,000,000, with a required match of $1,250,000, for the FY 2023 State and Tribal Assistance grant (Forest Green Stormwater Detention Basin, Bond ID F-45, Project ID Q534-01-00-E002, Precinct 3).
end
Background and Discussion:
It is recommended that the Flood Control District be authorized to accept the grant award funds in the amount of $5,000,000 from the Environmental Protection Agency (EPA) fiscal Year 2023 Clean Water STAG (Congressionally Directed) Grant Program to fund the construction of Forest Green Stormwater Detention Basin. The Flood Control District plans to source the required local cash match ($1,250,000) from the Bond Program.
This grant award will provide financial and technical assistance to the Flood Control District for Q534 Forest Green Stormwater Detention Basin. The grant is being used for the construction of the stormwater detention basin in the Cedar Bayou watershed to provide flood risk reduction to the surrounding communities. This FY 2023 federal appropriation was secured by Representative Crenshaw.
Expected Impact:
This grant will provide funding assistance for the Q534 Forest Green Stormwater Detention Basin
construction.
The Flood Control District will utilize its resources and applicable consultants during the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.
Alternative Options:
The alternative would be to not accept this grant award. The Flood Control District would need to utilize a different funding source to pay for this project.
