Background and Discussion:

The Beaumont Place Subdivision is located in the Greens Bayou watershed near Highway 90 and Beltway 8. The proposed improvements include roadside ditch regrading, driveway culvert upgrades, expansion of channel along Big Gulch, concrete lined Sulphur Gully channel with reinforced concrete box (RCB) crossing improvements. Improvements also include multiple detention ponds along Big Gulch with an extreme event overflow swale towards the upstream portion of the channel.

 

The change in contract includes the following:

 

The line items are adjusted to reconcile overrun, underrun quantities and add new line items to the project for completion of the proposed scope of work.

 

         The increase in quantities for existing line items 5, 6, 7, 9, 17, 19, 24, 36, 37, 38, 40, 49, 130, 135, 148, 157, 183, 184, 185, and 192 for an addition in the amount of $503,122.41.  

 

         The decrease in quantities for existing line items 27, 42, 60, 84, 129, 146, 160, 162, and 198 for a deduction in the amount of -$1,047,305.28.

 

New Items:

 

         Added new line item 220 for furnishing and installing 48-inch Corrugated Metal Pipe for an addition in the amount of $31,173.05 and added 3 Days.

         Added new line item 221 for furnishing and installing 24-inch HDPE Pipe - Pond 2 for an addition in the amount of $9,918.22 and added 1 day.

         Added new line item 222 for Furnish and Install Timber Bent for 48-inch CMP Outfall for an addition in the amount of $4,138.85 and added 1 day.

         Added new line item 223 for installation of a cast-in-place 4' x 4' SET (Type 2, 3:1) at Pond 1 and Pond 2 for an addition in the amount of $13,031.12 and 6 days.

         Added new line item 224 for installation of two flow restrictors on Hartman for an addition in the amount of $176,903.72 and 30 days.

         Added new line item 225 for modification of flow restrictors on Hartman at station# 38+00 for an addition in the amount of $25,291.08 and 7 days.

         Added new line item 226 for installation of 121 weep holes along the Hartman Channel bottom for an addition in the amount of $190,501.19 and 30 days.

         Added new line item 229 and 230 for relocation of 8-inch waterline (Royal wood MUD) which was in conflict to install the Riprap at Big gulch outfall for an addition in the amount of $73,597.79 and 60 days.

         Added an addition of 155 days for Design and coordination of the Engineer of Record with Royal wood MUD, Exxon Mobil and HCFCD for Flow restrictors, Waterline relocation, removal and installation of the Storm sewer, manhole and outfall at Kinsman and Rimwood and weep holes.

         Added new line item 231 for providing survey information of the ditches, storm sewer and outfall installed by Phase I contractor at Kinsman and Rimwood for an addition in the amount of $2,049.30 and 5 days.

         Added a new line item 232 for installation of welded caps on abandoned pipelines (7Green and Yoakum) to facilitate ditch restoration on Gladden and Verdun in the amount of $14,052.60 and 2 days.

         Added a new line item 233 for 4-inch wet connection and line item 234 for 4-inch cut & plug in lieu of 6-inch items in the amount of $3,000.00 and 6 days.

 

The above additions and deductions result in a deduction in the amount of ($525.95) and 306 calendar days.

 

The County issued the Project’s Notice to Proceed on 09/11/2023. Per Attachment M of the Contract, the work was to be completed within 640 days of the Notice to Proceed, or by 06/11/2025. With this and all other prior approved change orders, the work is to be completed within 969 days of the Notice to Proceed, or by 05/07/2026.

 

Expected Impact:

This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Beaumont Place subdivision

 

Alternative Options:

The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
