Request by the Flood Control District for approval to accept an amendment to an agreement with the U.S. Department of Homeland Security to revise the scope for the FY 2024 Cooperating Technical Partners Special Project Initiative (Bond ID Z-10, Project ID Z100-00-00-P025, Countywide).

Background and Discussion:
The Modeling, Assessment, and Awareness Project (MAAPnext) is a county-wide initiative that updates the Federal Emergency Management Agency’s (FEMA) Flood Insurance Rate Maps (FIRMs). It is led by the Harris County Flood Control District in collaboration with FEMA. Covering all of Harris County’s watersheds, MAAPnext will provide residents with the most up-to-date and reliable tools to understand and assess their flood risks. Draft data was submitted to FEMA in January 2022 and collaboration continues.
This grant from the U.S. Department of Homeland Security provides additional financial resources to the Flood Control District to support additional communications and outreach associated with MAAPnext. This is critical to ensuring residents have a clear understanding of the latest flood risks in their area.
Expected Impact:
The Statement of Work will no longer explicitly refer to addressing inequity as a goal of our outreach strategy, or a commitment to applying accessibility principles in meetings.
Alternative Options:
The alternative would be to choose not to comply with the request for revision and risk losing grant funding.
County Strategic Plan Goal: 2. Connect our community with safe, reliable, equitably distributed, and well-maintained infrastructure.
County Strategic Plan Objective: H: Improve the condition and resilience of County transportation, flood control, and other infrastructure.
