Background and Discussion:

It is recommended that the Flood Control District be authorized to accept the grant award funds from the Texas Water Development Board from Texas legislative action (state Community Directed Funding) to fund the the TC Jester Stormwater Detention Basin Project. TWDB funding efforts were led by Rep. Sam Harless.  This project has also received Congressionally directed grant funding assistance from the Federal Emergency Management Agency (FEMA) Legislative Pre-Disaster Mitigation (LPDM) program providing up to $9,886,000 for design and construction, as well as Community Development Block Grant (CDBG) funding, providing up to $21,000,000 for design and construction.  FEMA funding efforts were led by Rep. Dan Crenshaw.

The project consists of the construction of three wet-bottom stormwater detention basins (Basin 1a, 1b and 2). The proposed TWDB legislation allocation grant is for a portion Basin 1b only. The remaining volume in Basin 1b will be constructed with CBDG-MIT grant funds. The basins (1a and 2) will be constructed with Federal Emergency Management Agency grant funds.

The proposed stormwater detention basins (Bain 1a, 1b and 2) will provide 931 acre-feet of detention volume and will remove the 100-year area of inundation from an estimated 26 structures and remove the 500-year floodplain from an estimated 43 structures upon the completion of the construction of the three basins.

Expected Impact:

This grant will provide funding assistance for the TC Jester Stormwater Detention Basin Project through design and construction. The Flood Control District will utilize its resources and applicable consultants during the design and construction phases of the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and policy regarding federal grant awards.

Alternative Options:

The alternative would be to not utilize these State Community Directed Funding allocation. The Flood Control District would need to utilize a different funding source to pay for this construction project.
