Background and Discussion:
The Prestonwood Forest Subdivision is located within Northwest Harris County, Texas, Precinct 3. The subdivision is just southwest of the Cypresswood Drive and Cutten Road intersection. The southernmost road that borders the subdivision is Hargrave Road. The project scope includes the regrading and rehabilitation improvement of two connecting drainage ditches that border the Prestonwood Forest Subdivision. The project improvements also include the removal of existing storm sewer culverts, overgrown tree/brush areas, and wooden structure encroachments. Existing driveways will be replaced with new concrete drives.
The Change in contract request includes new items for the following:
• PCO - 9: BNSF Ditch Excavation Quantity - Added 3 days for the additional BNSF Railroad Ditch Excavation, including 3” Topsoil. The original contract quantity for Bid Item No. 6 BNSF Railroad Ditch Excavation, including 3” Topsoil was 1502 CY. The Cut/Fill Report prepared by the EOR based on the 6/28/23 survey of the cleared topography vs the proposed grades yielded a cut of 2205.17 CY.
• PCO - 10: 4” White Stripe - Added new item “4” White Stripe” with an additional cost of $2000.00 and 0 days. Install 4” white edge line striping from the BNSF tracks to the radius at Charlynn Oaks Dr to replace the existing white pavement stripe that was removed during construction of the new driveways along Hargrave Road.
• PCO - 11: Tack Coat - Added new item “Tack Coat” with an additional cost of $390.00 and 0 days. The contractor applied tack coat during the construction of the asphalt transitions at the new driveways along Hargrave Road. There is no existing bid item for tack coat.
• PCO - 12 Concrete Collar - Added new item “Concrete Collar” with an additional cost of $2,300.00 and 1 day. Due to the confined space between the existing road and the new RCP, the proposed 18-inch RCP alignment was redesigned to be near perpendicular to the existing BNSF railroad ditch. Concrete collars are needed at the joints of the 18-inch RCP to secure the offset.
• PCO - 13 Delays to Work Due to Railroad - Added 19 days for delay caused by RailPros not being able to provide the previously scheduled railroad flaggers between 10/29/22 through 11/13/22. Per the BNSF Railway Agreement with the Prestonwood MUD, work performed within the BNSF ROW required railroad flagging.
• PCO - 14 BNSF Railroad Ditch Survey & Excavation Coordination - Added new item “BNSF Railroad Ditch Survey & Excavation Coordination” with an additional cost of $33,146.50 and 176 days. DVL Enterprises, LLC incurred additional costs and the project schedule was delayed by the BNSF railroad ditch survey and excavation coordination.
• PCO - 15 Final Adjustments - The deduction of $168,275.86 for reconciliation of actual quantities used in construction with the estimated quantities used for completing the proposed scope of work.
Expected Impact:
This project seeks to reduce flood risk and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in the Prestonwood Forest subdivision.
Alternative Options:
