title

Request by the Office of the County Engineer for approval to submit an application to the Houston-Galveston Area Council for grant funds in the amount of $9,880,000, with a required match of $2,470,000, for the 2023 Traffic Signal Intersection Improvement project (Precinct 1).

Background and Discussion:

The proposed project focuses on critical traffic signal and intersection improvements in Precinct 1 at 19 intersection locations.  The project will improve signal operations, safety and connectivity, and will reduce traffic congestion and vehicular emissions. This project promises significant and measurable benefits for all users of these vital intersection locations and aligns seamlessly with the vibrant growth in the area.

Harris County has identified the proposed improvements as a high priority due to the increasing severe daily recurring congestion throughout several roadways and intersection locations across Precinct One. The negative impacts of this congestion extend well beyond the proposed project impacting businesses, residents, and schools.  The proposed improvements will reduce traffic congestion and improve safety and air quality. The grant application will seek $9,880,000 of the Department of Transportation’s federal funds through the H-GAC with $2,470,000 of local matching funds from Precinct 1 for a total project cost of $12,350,000.

Expected Impact:

The submission of this grant application under the Houston-Galveston Area Council’s 2023 Project Selection Process will allow Harris County to seek federal funds to reduce traffic congestion, increase transportation safety, improve pedestrian accommodations, reduce vehicular emissions, and decrease the travel delays for various intersections across Precinct 1.

Alternative Options:

To not to apply for the Houston-Galveston Area Council’s 2023 Project Selection Process and pursue the proposed project with local funding.
