title

Request for discussion and possible approval of the Mobility Fund Chargeback Policy.

Background and Discussion:

The Mobility Fund consists of transfers of surplus revenue from HCTRA, which funds eligible transportation projects throughout the County. Eligible uses are governed by Section 284.0031 of the Texas Transportation Code and include the study, design, construction, maintenance, repair, or operation of roads, streets, highways, or other related facilities.

In a special meeting on April 21, 2025, Commissioners Court approved a new formula for dividing the transfer among the precincts, starting in FY26. The formula equally weights historical mobility transfers (since 2002), lane-miles of County road, and pavement condition in determining transfer amounts. Under this new structure, transfers will be fully allocated to the precincts; OCE will no longer receive a direct allocation from these surplus revenues.

To ensure the continued delivery of high-quality infrastructure managed by OCE, OMB proposes a chargeback policy where precincts utilize their direct Mobility Fund allocations to fund the precinct’s portion of projects associated with the Mobility Fund’s eligible use that OCE performs.

Expected Impact:

The success of the policy will shift fiscal control and project prioritization directly to the precincts, ensuring that Mobility Fund expenditures are transparently tied to specific local projects.
