Background and Discussion:
Harris County Public Health Public Aquatic Sanitation and Safety (PASS) program eliminates and prevents public health hazards associated with the operation of a swimming pool, spa, artificial swimming lagoon, interactive water feature or fountain used for public recreation (sometimes referred to herein as a "pool"). The mission of the swimming pool and spa program is to assure public health and safety of the public at swimming pools, spas, artificial swimming lagoons, interactive water features and fountains by inspecting, permitting, and providing for citizen complaint investigations. Harris County Public Health (HCPH) has established local regulations based upon state statute to properly execute the inspection & permitting of public swimming pools within the County. These local regulations also establish the current fee schedule as related to the cost of permits. The funds collected from these permits are vital to the operational abilities of the agency & require adjustments for inflation from time to time. The authority to do so is given under Texas Health & Safety Code Ann. § 341.
Expected Impact:
The expected impact of the program’s increased public water safety of residents in Harris County by enforcing the state and county regulations of standards for Swimming Pools and Spas, Artificial Swimming Lagoons and Interactive water features and fountains.
