Background and Discussion:

The Community Project Funding grant program promotes investments in communities to improve housing and homelessness prevention. The Veterans Transitional Housing project is identified as a transitional housing and wraparound services project for justice-involved veterans and those experiencing or are at risk of homelessness. Utilizing the CPF grant to complete the identified project would promote long-term stability and successful community reintegration for its residents by developing safe, dignified housing with access to comprehensive supportive services.

The agreement accompanying this award acceptance supersedes the agreement presented to Commissioners Court on September 18, 2025 as that version was not signed by the U.S. Department of Housing and Urban Development (HUD). HUD requested that the agreement presented herewith be executed in place of the prior agreement.

Expected Impact:

These services help veterans to rebuild their lives with dignity, resilience, and purpose by implementing targeted strategies that improve access to safe, stable, and affordable housing and support services.

 Alternative Options:

If the project does not receive federal funds, the proposed project may have to be constructed with local funds.
