Background and Discussion:
The Center for Health Care Data (CHCD) at UTHealth Houston School of Public Health was appointed the administrator of the Texas All Payor Claims Database (TX-APCD) in 2021 by the Texas legislature. The stated purpose of the TX-APCD is to increase transparency of health care costs, utilization, and access and to improve the affordability, availability, and quality of health care in Texas. Due to this designation, the CHCD is permitted to use Texas Medicaid data for TX-APCD approved uses from 2019 on. Additionally, the CHCD was granted the status of a state agency by the Center for Medicare and Medicaid (CMS) to receive Texas Medicare Fee for Service data also to use under the terms of the TX-APCD legislation. The complete TX- APCD is estimated to contain claims and demographic data on over 80% of insured persons in the state and is comprised of adjudicated claims from January 1, 2019 to the present. Since the TX-APCD is still under development, the CHCD is the only entity with the ability to access the data at this time.
For this project, the CHCD will collaborate with the Harris County Office of Epidemiology Surveillance and Emerging Disease by analyzing Texas Medicaid and Texas Medicare Fee for Service claims to identify the prevalence of specific chronic conditions for 2019 and 2022. A potential second deliverable will be to repeat this analysis with the commercial claims data available in the TX-APCD.
Expected Impact:
Report prevalence of specific chronic illnesses identified by the Office of Epidemiology Surveillance and Emerging Disease of Harris County of interest by zip codes and demographic characteristics.
