Background and Discussion:

The Flood Control District has been sub-awarded a grant from the Houston-Galveston Area Council (HGAC). This project is the Crosby Eastgate Mitigation Bank which was selected for funding by HGAC as a subrecipient of their Community Development Block Grant - Mitigation (CDBG-MIT) grant award. The proposed Crosby East Gate Mitigation Bank site is approximately 240 acres and is adjacent to Cedar Bayou. The basic goal of the proposed project is to restore pre-channelization hydrological and ecological site conditions on the bank area. In addition, it will enhance approximately 70 acres of established wetlands and re-establish approximately 85 additional acres of wetland at the site. $750,000 of available local funding through other funds (non-bond CIP funding) will be used to complete the engineering design and acquisition for Q700-01-00-Y002. It is estimated that $429,885 will be used to complete design and it is estimated $320,115 will be used for property acquisition.

CDBG-MIT Grant Funds $5,325,861.83

Flood Control District Local Funds $750,000.00

Total Project Cost $6,075,861.83

Expected Impact:

This grant will provide funding assistance for the Crosby East Gate Mitigation Bank. The project site is approximately 240 acres and is adjacent to Cedar Bayou. The basic goal of the proposed project is to restore pre-channelization hydrological and ecological site conditions on the bank area. In addition, it will enhance approximately 70 acres of established wetlands and re-establish approximately 85 additional acres of wetland at the site.

The Flood Control District will utilize its resources and applicable consultants during the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.

Alternative Options:

The alternative would be not to accept this grant award. The Flood Control District would need to utilize a different funding source to pay for this project.
