Background and Discussion:

Harris County Universal Services (HCUS) identified a gap in County’s technology asset management in the year 2023. This gap was confirmed through the 5-year financial plan analysis.  With approval of Commissioner Court on December 10, 2024, and in partnership with Boston Consulting Group (BCG) and Office of Management and Budget (OMB), HCUS is developing an Enterprise Technology Asset Management Program (ETAM).

Through the audit done on licenses and utilization of technology across the County and as per the direction of Commissioner Court on December 11.2025, Universal Services in partnership with Harris County Purchasing Department launched the new TPR process to address third party risk management, and to launch enterprise agreement that would in turn generate savings for the County. The new TPR process was launched on January 12, 2026, and the goal was to make the process transparent and obtain an understanding of any exceptions that should be considered. Since the launch of the new TPR process, Universal Services and Purchasing Department has determined that there are certain purchases that do not need TPR. The transmittal identifies the initial list. An update will be provided to the Commissioners’ Court if other items are determined to be exceptions to TPR process.

Expected Impact:

The transmittal will provide clarity to the departments on standard purchases, TPR process and exceptions.

Alternative Options:

Continue to purchase hardware and software independently.
