Background and Discussion:
Hidden Meadow is in Northeast Harris County, Texas, Precinct 1. The subdivision is mainly composed of single-family homes and duplexes. The residents have experienced structural flooding during several recent flood events. Approximately 199 homes were reported to have flooded during Hurricane Harvey. The purpose of this project is to reduce flooding for homes within the subdivision. The proposed solution includes upgrading storm sewers and adding a detention pond.
The change in contract includes the following:
The line items have been adjusted to reconcile overrun quantities and to include new line items needed to complete the proposed scope of work.
• The increase of quantities for line items 27, 28, 29, 45, 79 for an addition in the amount of $49,397.00 and zero (0) days.
• Added new line item 107 - Bore for WL at Existing RCP for an addition in the amount of $30,102.45 and 13 days.
• Added new line item 108 for Traffic Control Plan in the amount of $15,972.37 and zero (0) days.
• Added new line item 109 - Bore for WL at Existing RCP STA 611+60 for an addition in the amount of $1,793.87 and 3 days.
• Adding 174 days to the contract to account for project delays due to unresolved utility conflicts, design revisions, added coordination, material/work impacts.
The above additions result in a net change in the amount of $97,265.69 and 190 calendar days.
The County issued the Project’s Notice to Proceed on 08/14/2023. Per Attachment M of the Contract, the work was to be completed within 420 days of the Notice to Proceed, or by 10/07/2024. With this and all other prior approved change orders, the work is to be completed within 1028 days of the Notice to Proceed, or by 06/07/2026.
Expected Impact:
This project seeks to reduce flooding and strengthen resiliency in Harris County by assisting in the alleviation of structural flood damage to homes in Hidden Meadow subdivision.
Alternative Options:
The County could elect to fund the requested task or choose to reject it. However, if not approved, the contractor will not be able to complete the scope of work.
