Request by the Office of County Administration for the approval and execution of a cost-sharing agreement with the City of Houston for reimbursement of costs for the Emergency Rental Assistance Program (ERA) technical assistance and compliance support provided by Hagerty Consulting, Inc. in the amount of $22,141.35.

Background and Discussion:

Commissioners Court approved the Houston-Harris County Emergency Rental Assistance Program in February 2021 after the U.S. Treasury Department established the Emergency Rental Assistance Program (ERA), funded by Consolidated Appropriations Act (CAA) and American Rescue Plan Act (ARPA) funds. The program ended in November 2023, and the remaining ERA2 funds were transferred to the Housing and Community Development Department.

An amendment to the existing contract with Hagerty Consulting, Inc. was approved in December 2024 to provide technical assistance and compliance support for a Treasury Office of the Inspector General (OIG) and Office of Capital Access (OCA) request related to the ERA program. As Harris County was under an OIG desk review for the ERA program, Treasury OCA requested that both Houston and Harris County review 1,797 address groupings for potential duplicative assistance between Harris County and the City of Houston while operating a joint program. Hagerty Consulting conducted sample testing and analysis of assistance payments and applications, drafted a Corrective Action Plan per Treasury OCA request, and provided reporting on potential duplicative assistance and program data corrections needed. Houston and Harris County have provided the necessary responses to Treasury OCA’s request with this information, and Hagerty has completed the work associated with the amendment.

Expected Impact:

As Hagerty’s work was performed on behalf of both the City of Houston and Harris County, approval of this agreement will enable the City to reimburse the County for half of the cost, for a total of $22,141.35.

Alternative Options:

None. If the interlocal agreement is not executed, the County will not receive reimbursement of costs for work administered on behalf of the City of Houston.
