Request by the Office of the County Engineer for approval to accept from and enter into an agreement with the Texas Department of Transportation for grant funds in the amount of $422,004, with a local match of $92,664, for the Westheimer Parkway Trail Crossing Improvement Project in Precinct 4.

Background and Discussion:

The Highway Safety Act of 1966 provided a coordinated national highway safety program through financial assistance to the States to accelerate highway traffic safety programs. The 1966 Act required States to develop and maintain a highway safety program in accordance with uniform standards established by the Secretary of Transportation. The TxDOT operates the HSIP and invites local governments to submit grant applications.

Harris County has submitted the proposed enhancements along Westheimer Parkway as a top priority in response to the escalating number of traffic incidents impacting businesses, residents, and school operations. The Westheimer Parkway Trail Crossing Improvement Project, located in Precinct 4, includes a range of improvements, such as signage, pedestrian crosswalks, and the installation of lighting to increase visibility and enhance safety. A grant totaling $514,668 was awarded for the proposed project.

Expected Impact:

Accepting the awarded funding under the HSIP and entering into an agreement with TxDOT will enable Harris County to secure $422,004 in federal grant funding, along with $21,569 in state funding, supplemented by a local match of $71,095 provided by Precinct 4. This funding will be used to implement safety improvements for the Westheimer Parkway Trail Crossing project.

Alternative Options:

If Harris County does not enter into an agreement with TxDOT and accept the awarded funding from the TxDOT, the project may have to be implemented using full local funding.
