Background and Discussion:

The Flood Control District routinely engages with local, state, and federal entities on legislation, policy initiatives, and funding programs that directly affect flood risk reduction, infrastructure delivery, and long-term resilience planning. In recent years, the scale and complexity of these efforts have increased due to expanded capital programs, evolving regulatory requirements, and greater reliance on state and federal funding sources.

The interlocal agreement (ILA) establishes a formal coordination framework between the Flood Control District and the Harris County Department of Intergovernmental and Global Affairs (IGA) to support these efforts. Specifically, the ILA outlines collaboration related to:

-                     Monitoring and tracking legislation and policy proposals relevant to flood control and drainage infrastructure;

-                     Coordinating County positions and messaging on priority legislative and regulatory matters affecting the Flood Control District; and

-                     Identifying and pursuing state and federal funding, grant, and appropriations opportunities aligned with the Flood Control District’s capital and planning priorities.

The ILA is intended to improve consistency, timeliness, and alignment in the Flood Control District’s external policy and legislative engagement while maintaining clear departmental roles. The ILA does not delegate decision-making authority, authorize lobbying activities, or commit County funding, but rather formalizes coordination and information-sharing between departments.

Expected Impact:

Approval of the ILA will strengthen Flood Control District’s capacity to engage effectively on legislative, regulatory, and funding matters by leveraging IGA’s expertise, while allowing Flood Control District staff to remain focused on core flood risk reduction, capital delivery, and operational responsibilities. Improved coordination's expected to enhance consistency, timeliness and strategic alignment in external policy and legislative efforts.
