Request for approval of six (6) Community Development Block Grant Entitlement (CDBG-EN) funded first amendments to agreements with 1) Harris County Precinct 3 total allocation of $1,062,292 for the Runneburg Estates Road Improvements project; 2) Harris County Water Control and Improvement District No. 21 total allocation of $559,762 for the Drinking Water Pump Station Improvements project; 3) Harris County Precinct 2 total allocation of $1,197,114 for the Cheswick Drive Water Distribution project; 4) Harris County Water Control and Improvement District No. 74 total allocation of $635,669 for the Sanitary Sewer Improvements project; 5) Sheldon Road Municipal Utility District total allocation of $799,189 for the Water Line Improvements project; 6) Sunbelt Fresh Water Supply District total allocation of $876,383 for the Oak Glen Water Line Replacement, Phase 2 project.

Background and Discussion:
On November 13, 2025 and December 11, 2025, Harris County Commissioners Court approved the PY25 Subrecipient Agreements for Entitlement funds, which included a global project that is supported by the above referenced Infrastructure Investments project activities.
Expected Impact:
To provide funding for Infrastructure Investments project activities that meet the needs of low-and moderate-income residents in Harris County. The anticipated fiscal impact to the County of the three agreements is $5,130,409 in CDBG-EN funds.
Alternative Options:
If the amendments are not approved, then the low-and moderate-income households in the Harris County Service areas will not benefit from the respective infrastructure investments project activities.
