Background and Discussion:

On December 12, 2024, the Office of County Administration (OCA) with commissioners court approval moved their three (3) threat management PCNs to FMO with the funding associated with them.  Additional funding for the remaining three (3) PCNs and non-labor costs was recommended to be presented at the January 2025 court by OMB.  FMO, at the direction of OMB has been requested to put on FMO court letter the final funding for the new three (3) full-time PCNs to support the Threat Management Program.  These PCNs will assist in coordinating threat management and physical security for Harris County.  The full program implementation is delayed until the three (3) new PCNs and associated funding is approved by Commissioners Court.

Expected Impact:

Justice and Safety, and Governance; Creating a robust countywide threat management and security coordination program to help ensure the appropriate level of coordination, collaboration, and policy/process development needed to assess and respond to the current threat landscape.

Alternative Options:

If not approved, the County Administrator agrees to transition the existing program and funding back to OCA.
