Request Summary (Agenda Caption):
title
Request by the Department of Economic Equity and Opportunity for approval of an amendment to an agreement with the Harris Center for Mental Health and IDD for the Inspire program, reallocating funds to costs for program outreach and correcting staff salaries within the budget.
end
Background and Discussion:
On June 6, 2024, Commissioners Court approved an agreement of $4,323,370.43 with The Harris Center for Mental Health and IDD to implement the Inspire program. Inspire is intended to provide essential resources, assistive technology, and services to families of young children with disabilities. These services aim to promote community inclusion, early learning, and development and prevent institutionalization. The amendment is cost neutral.
The Harris Center for Mental Health and IDD is seeking to re-allocate $55,000. Proposed re-allocations are to the personnel line to correct staff salaries and to the contracts line for program marketing and outreach.
Expected Impact:
The amendment will allow the program to improve outreach to potential beneficiaries and will ensure appropriate billing and spend down of the allocated funds.
Alternative Options:
Commissioners Court could forgo approving the agreement with the Harris Center and redirect these ARPA funds to other initiatives. The program budget would then be reduced to $4,262,870.43.
Alignment with Goal(s):
_ Justice and Safety
X Economic Opportunity
_ Housing
_ Public Health
_ Transportation
_ Flooding
