Request Summary (Agenda Caption):

title

Request for approval to allow employees working on debris removal operations as a result of the May 2024 severe windstorm and tornadoes, to cash out compensatory time earned from June 1, 2024, through the pay period ending July 12, 2024.

end

Background and Discussion:

Commissioners Court previously authorized employees who worked in the response and recovery to the recent weather events to cash out compensatory time earned through May 31, 2024. Since debris removal operations are still ongoing, there are concerns by departments that employees are accumulating excessive compensatory time. This request is to allow those employees to cash out their compensatory time earned through July 12, 2024. Employees should record their time using the project code created by the Auditor’s Office and maintain worklogs of their disaster job duties for reimbursement through FEMA’s Public Assistance Program.

Expected Impact:

Cost of debris removal labor is unknown at this time; however, Harris County has received a federal disaster declaration. It is expected that overtime costs will get reimbursed at 75% by FEMA.

Alternative Options:

Employees could continue to accumulate compensatory time, which may cause some excessive balances and

some exempt employees exceeding the 240-hour maximum.
