Background and Discussion:

On October 2007 Harris County entered into an agreement with the San Jacinto Mall in Baytown to use a portion of the Mall parking lot for the new Baytown Park and Ride service began that same month. The use agreement between Harris County and the San Jacinto Mall was at no cost to the County.  The San Jacinto Mall property was acquired by Fidelis Management in 2015 and that entity has continued with the original agreement. 

 

In 2018 Harris County and Fidelis entered into a use agreement with the understanding the San Jacinto Mall would be demolished in two years. The demolition was delayed due to the Covid 19 pandemic and Fidelis is ready to move forward with the planned demolition and renovations. Harris County has been working with the City of Baytown to secure another permanent parking ride site, but that project is still in planning.

 

To keep the Baytown Park and Ride service operating Harris County entered into a use agreement with Amerix Realty Services, LLC for parking spaces for the Baytown Park and Ride customers. This agreement is at no cost to Harris County.  

 

Expected Impact:

The Baytown Park and Ride will continue to provide Park and Ride service from Baytown to Downtown Houston. This service reduces traffic congestion and decreases NOx emissions though fewer vehicles on the I-10 corridor. No fiscal impact.

 

Alternative Options:

 Failure to approve this agreement will force the Park and Ride lot to be relocated to a site that will cost more.
