Background and Discussion:

The City of Houston, Metropolitan Transit Authority of Harris County, Houston Independent School District, Houston Community College, and the Port of Houston Authority teamed together and created the lnteragency Mentor Protege Program (IMPP). The Department of Economic Equity and Opportunity (DEEO) is requesting to join the IMPP as a sponsor and partner. By sponsoring the IMPP, DEEO will be able to participate and will work across the County to increase the impact of the program.

IMPP exists to strengthen effective working relationships and fosters long term stability between established companies and local agencies with emerging M/WBE businesses. The goals of IMPP are to enhance the business skills and broaden the base of historically underutilized businesses by providing the knowledge and experience of established firms.

IMPP is an initiative aimed at cultivating connections between prime contractors and M/WBEs. Through personalized guidance and support, the program seeks to bolster the growth and prosperity of M/WBEs over the long haul. The one-on-one partnership model ensures prime contractors engage directly with M/WBEs.

This mutual relationship is structured to yield mutual benefits, fostering an environment where both parties thrive.

Expected Impact:

One of the primary objectives of IMPP is to facilitate the transition of M/WBEs from subcontractor roles to assuming prime contracts. By equipping M/WBEs with the necessary tools, knowledge, and networks, the program aims to empower them to take on larger responsibilities and expand their horizons within the contracting landscape.

Funding for this program was included in DEEO’s FY23 budget, no additional funding is being requested.

Alternative Options:

None, if the Court does not approve this request DEEO will not be able to participate in the IMPP program.
