Background and Discussion:

The purpose of the Preliminary Engineering Report (PER) was to identify a drainage improvement project for the Q130-00-00 watershed (a tributary of Cedar Bayou) that will provide water surface elevations reductions within the watershed. The identified project consists of two detention basins and approximately 3,300LF of Natural Stable Channel Design improvements., which is the first phase of a larger flood risk mitigation solution planned for the watershed. Supporting design information collected as part of the PER includes topographic survey of the basin and channels in the study area, geotechnical investigation, subsurface utility engineering exploration, jurisdictional wetland delineation, threaten and endangered species investigation, desktop cultural resources investigation, and ordinary high-water mark delineation.

Expected Impact:

The acceptance of this PER will allow the district to move into the engineering and right-of-way acquisition stage of this project for the recommended proposed improvements. During the engineering stage, the district staff will manage the engineering consultant to finalize the design of the project and publicly bid for construction through Harris County Purchasing. Right-of-way will be acquired through Harris County Real Property Division for maintenance access needs along the proposed drainage improvements. The proposed improvements will allow for lower water surface elevations thus providing short-term flood reduction benefits while setting the foundation for the subsequent phases of the ultimate drainage solution within the watershed and full flood reduction benefit.

Alternative Options:

The alternative should this PER not be approved is that the district will not be able to proceed to the design phase of our project lifecycle or acquire right-of-way under this project.
