Background and Discussion:

Established in 2008, H-GAC’s Livable Centers Program works with local communities to reimagine auto-focused infrastructure, policies, and programs to be more multi-modal friendly. Since the program’s inception, H-GAC has completed 43 Livable Center studies.

Livable Centers are communities where people can live, work, and play with less dependence on cars. They promote a balanced mix of land uses that are walkable, connected, and accessible by various modes of transportation, including bus, bike, foot, and vehicle (multi-modal). This grant application focuses on the Fallbrook Livable Centers Study, which aims to create well-designed public spaces that address diverse community needs while ensuring safer travel to schools, workplaces, and economic hubs in Precinct 2.

The study will explore ways to improve connectivity to key destinations and develop equitable, resilient infrastructure for the community, strengthening the local transportation network with improved pedestrian pathways, dedicated bicycle lanes, and transit connections. Furthermore, it will align with broader goals of environmental sustainability, economic development, and increased safety.

Expected Impact:

The submission of this grant application will allow Harris County the opportunity to obtain $200,000 in federal grant funding, with local match funding in the amount of $50,000 from Harris County Precinct 2, for a total cost of $250,000.  This proposed study along the Fallbrook Corridor will align with broader goals of environmental sustainability, economic development, and increased safety.

Alternative Options:

To not to apply for the H-GAC Livable Centers Call for Projects and produce the Fallbrook planning study using local funding.
