Background and Discussion:

On August 11, 2020, Harris County Commissioners Court approved bylaws that reconstituted the Harris County Flood Control District Task Force as the Harris County Community Flood Resilience Task Force (CFRTF). The CFRTF Bylaws specify that an independent facilitator will be hired to support the work of the CFRTF in advising the County on Flood Resilience Efforts.

Expected Impact:

The purpose of this request is to continue the work done by Outreach Strategists, LLC as an independent facilitator to support the CFRTF. The CFRTF  serves in an advisory capacity to the Infrastructure Resilience Team (IRT), relevant County Department staff, and the Commissioners Court on Harris County's flood resilience planning efforts and activities. They strive to promote collaboration among stakeholders and encourage equitable resilience planning efforts and flood resilience projects.

Alternative Options:

The CFRTF Bylaws stipulate that the Community Flood Resilience Facilitator shall be a full-time employee or an independent contractor with community engagement experience and a commitment to equity. At this time, a full-time staff position is not available.
