Background and Discussion:

The ARPA Food & Nutrition Portfolio funds transformative programs aimed at addressing food insecurity and strengthening local food systems in Harris County. As part of this initiative, Harris County Public Health awarded funds to The Common Market Texas to increase access to fresh, healthy, and locally sourced foods for communities disproportionately impacted by the COVID-19 pandemic.

This second amendment extends the agreement through December 31, 2026, and provides additional funding to continue food distribution and expand program reach. The amendment allows The Common Market to sustain critical services, including the distribution of Farm Fresh Boxes and support for community-based organizations serving low-income households and food deserts.

Expected Impact:

This amendment supports the continued distribution of healthy, locally sourced food to underserved communities in Harris County and expands the reach of the county’s ARPA Food & Nutrition strategy. It reinforces efforts to provide equitable access to nutritious food through community-based partnerships.

Alternative Options:

•                     Take no action - Funds would remain unallocated, reducing the total volume of food distributed and potentially delaying relief for food-insecure residents.

•                     Redirect funds to another subrecipient - May cause administrative delays and require additional vetting and contracting, which could slow food delivery
