Background and Discussion:

The Fédération Internationale de Football Association (FIFA) has awarded the 2026 FIFA World Cup to multiple host cities across North America, including the City of Houston. The event is expected to generate significant domestic and international attendance, increasing demands on regional public safety and security operations.

To support coordinated safety and security planning and operations, the City of Houston seeks to enter into an interlocal agreement with Harris County and other public safety partners pursuant to Chapter 791 of the Texas Government Code. This agreement is specifically intended to facilitate interagency collaboration and establish procedures for the reimbursement of eligible public safety and security costs associated with the 2026 FIFA World Cup.

 

Funding for eligible activities is provided through the FEMA World Cup Safety and Security Grant Program, administered by the State of Texas as the pass-through entity. The agreement defines the administrative, financial, and operational processes required for authorization, documentation, submission, review, and reimbursement of eligible overtime and related expenditures in compliance with federal and state grant requirements.
