Background and Discussion:
The project involves constructing the third and final phase of the John Paul Landing Detention Basin master plan. Its goal is to provide a stormwater quality detention pond, achieving the full intended functionality of the basin to enhance drainage and reduce flooding risks. Additionally, it offers opportunities for natural and man-made amenities, including habitat creation, recreational trails, and future community programming. The project is located on the eastern edge of the North Basin Cell and runs north-south alongside Langham Creek.
The change involves a 59-calendar-day extension to the contract. The additional time is necessary to complete the final excavation and grading associated with the increased excavation quantities previously added to the contract on Agenda Date: 10.29.24 (Agenda #40 (24-6553)) due to a shortage in the contract excavation quantities, and the excavation required to connect to the main basin.
Furthermore, there are several wetland plants and trees remaining to be planted during the designated planting season, which runs from January 15 to March 15, as specified in the project's special provisions under Item 8001.

Expected Impact:
The proposed change allows for the addition of extra days to the contract so the project can be completed in accordance with the original intent of the project and in compliance with precinct requests.

If no action is taken, the full intended functionality of the Detention Basin master plan will not be achieved. The pond will not be able to provide the proposed drainage improvements to reduce flooding risks.
