Background and Discussion:

The Flood Control District receives federal funding for projects in the form of CDBG-DR and CDBG-MIT from the U.S. Department of Housing and Urban Development (HUD) through the Texas General Land Office (GLO) and the Federal Emergency Management Agency (FEMA) through the Texas Division of Emergency Management (TDEM), the U.S. Department of Agriculture Natural Resources Conservation Service (USDA - NRCS) and other state and federal funding agencies. These projects require environmental investigations, assessments, monitoring and other consulting services to maintain project compliance with local, state, and federal environmental rules and regulations. This request for renewed agreements, based on the completed evaluation of Proposals and current performance, will allow the Flood Control District to procure on-call environmental consulting services that may be federally reimbursable.

Expected Impact:

These environmental consulting agreements will allow the Flood Control District to implement these federally

funded projects on time, within budget, and within compliance of federal rules and regulations. These flood

control projects will reduce flooding impacts to the community and the consulting services provided by this

agreement will be reimbursable by federal grants.

Alternative Options:

Use alternative contract procurement that would not be federally reimbursable.
