Background and Discussion:
The estimated PE cost of $75,000 for this project is based on this project including new warning devices, signal preemption, and surface replacement with widening.  This project qualifies as the ‘complex’ category. Per UP public projects manual, the estimated cost on a complex project with railroad warning devices is $50,000 and $15,000 for a complex railroad crossing surface.  An additional $10,000 buffer was added as a safety factor to avoid needing to take a supplement back to commissioner’s court for approval should project costs trend slightly higher than expected.

Expected Impact:

Harris County, TX proposes to widen the crossing at the location referred to below from the current 2 lane configuration to a 3-lane configuration, including relocation of the traffic control devices with signal preemption.

Alternative Options:

The County could elect to fund the requested task or choose to reject it.  However, if not approved, the project area will continue to experience flood risk.
