Background and Discussion:
It is recommended that the Flood Control District be authorized to apply for grant award funds from the Environmental Protection Agency (EPA) Fiscal Year 2024 Clean Water State and Tribal Assistance (STAG) (Congressionally Directed) Grant Program to fund the construction of the Willow Creek Watershed Flood Risk Reduction Project (M525-01-00-E001) in the Willow Creek Watershed. This FY 2024 federal appropriations funding for this award was secured by Representative Hunt.
The proposed M525-01-00-E001 Willow Creek Watershed Flood Risk Reduction Project will increase volume of the existing stormwater detention basin and implement water quality features.
Expected Impact:
This grant would fund expansion and improvement of the stormwater detention basin through increasing volume and implementing water quality features. The Flood Control District will utilize its resources and applicable consultants during the project, as well as the management of the grant approval process in compliance with Harris County statutes, applicable laws of the state of Texas, and Policy regarding Federal Grant Awards.
Alternative Options:
The alternative is to not apply for the grant funding, wherein existing flooding risks remain in place, or the project will need to be entirely funded with local funding.
