title
Transmittal by the Office of the County Engineer of a grant application submitted to the Federal Emergency Management Agency via Texas Division of Emergency Management - Hazard Mitigation Grant Program - DR-4332 - Hurricane Harvey for grant funds in the amount of $1,585,284.61, with a local match of $10,609,212.39, for the Precinct 3 Norchester Subdivision Drainage Improvements Construction Project.
end
Background and Discussion:
The Precinct 3 Norchester Subdivision, located in the northwest part of Harris County, is prone to frequent flooding and has experienced multiple severe flood events. The proposed grant request funding for the construction phase of this project aims to reduce flood-related damage, protect property, and mitigate impacts on stormwater systems draining to Anderson Ditch and Cypress Creek. Planned infrastructure upgrades include improved storm sewer systems and the addition of detention basins. Harris County Precinct 3 is seeking funding through the FEMA-TDEM Hazard Mitigation Grant Program, which supports projects that reduce long-term risk to life and property from natural hazards following a major disaster declaration.
Expected Impact:
This grant application will enable Harris County to reduce the impacts of flooding and other severe weather events and enhance infrastructure resilience for homes and stormwater systems in the Norchester Subdivision.
Alternative Options:
If Harris County does not submit this FY 2025 FEMA via TDEM DR-4332 grant application, the total proposed project cost $12,194,497 would have to be funded locally.
