Background and Discussion:

NIBIN is instrumental in supporting our efforts to combat gun violence in Harris County, and a cooperative and ongoing relationship with our federal partners is critical to ensuring this program’s success. HCSO hosts an ATF NIBIN site within the Crime Scene Investigations/Crime Laboratory Section. NIBIN, digitally images, spent cartridge casings and automatically conducts computer-based comparisons to other cartridge casings entered in the system. When a correlation between casings is determined in the database, a “lead” is generated. “Leads” are then compared microscopically to ensure a match exists, and once confirmed, the “lead” is converted into a “HIT,” linking the spent cartridge casing to other cases involving the firearm that produced the casing examined. NIBIN links guns to crime.

BATFE provides all required equipment and training to support this NIBIN Site. HCSO provides a secure facility to house the instruments and personnel to operate the site.
