Background and Discussion:
Harris County Engineering Department employees are asked to work on construction sites and in county facilities while in view of constituents. Therefore, it is imperative that the department’s employees are provided with necessary personal protective equipment (PPE) and clothing items so that they are able to professionally represent the department and county while being safe.
The department has historically not had a method to purchase embroidered and embossed items which has led to haphazard efforts to outfit employees in branded PPE and clothing.
Expected Impact:
This contract will allow the engineering department to provide its employees with needed logo embossed PPE so that they are able to mitigate the risk of injury while conducting operations in field and office settings while in the view of the public. This contract brings the department in line with the newest industry standards for PPE with high visibility vests, pants, shirts, hard hats, etc. The contract also provides the ability to purchase embroidered men’s and women’s clothing (polo shirts, jackets, pullovers, etc.) to wear in an office setting and embossed items (notepads, hand sanitizer, USB drives, etc.) so that it is able to compete with other agencies recruiting from the same pool of candidates.
The contract allows the department to make purchases at a cheaper rate than purchasing at internet catalog prices and without having to obtain multiple quotes. Prices are set for up to 5 years (base year plus 4 option years).
The contract specifications are written in a way that other county agencies may use it.
Alternative Options:
The alternative would be ordering directly from vendors at internet catalog prices which tend to be higher than the bid when including set up prices for embossing. Without the contract, the department would be limited to making purchases that are less than $50,000; to do this, the department would need to obtain three different quotes which increases the administrative burden.
