Background and Discussion:
Harris County Universal Services (HCUS) supports Harris County's mission by developing, implementing, and maintaining high-quality, innovative, and cost-effective Information Technology (IT) solutions. Gartner will lead to the development of an Enterprise Resource Planning (ERP) transformation strategy to improve and enhance the Peoplesoft ERP system for Harris County.
Expected Impact:
The vendor shall guide Harris County through the process of developing a strategy to modernize, consolidate, or upgrade its Peoplesoft ERP system, encompassing everything from business process analysis to technology implementation and change management. The 2 phased approach is as follows:
Phase 1 - Develop ERP Strategy
This phase focuses on defining Harris County’s ERP target state and strategy including:
• Pre-Planning & Initial Commissioner Court Presentation
• Establish an Executive Vision
• Defining Strategic Business Context
• Options Analysis & High-Level Recommendations
Phase 2 - Sourcing
This phase builds on Phase 1 outputs to identify and select ERP vendors including:
• Define Sourcing Strategy
• Develop Solicitation Package
• Conduct Independent Proposal Reviews
• Plan and Support Vendor Demos / Finalist Presentations
• Facilitate Selection Recommendation
