Transmittal by the Flood Control District of a preliminary engineering report by Woolpert, Inc., dated January 1, 2025, and titled Keegans Bayou Drainage Improvements near Beltway 8 and West Airport Road (Brays Bayou Watershed, Bond ID F-07, Project ID D118-02-00-E001, Precinct 4).

Background and Discussion:

The purpose of the Preliminary Engineering Report (PER) was to provide reduced risk for structural flooding within the Brays Bayou watershed, specifically along D118-02-00. The project consists of the construction of storm sewer improvements through Glenshire Subdivision beginning south/west of Beltway 8 with 8’x4’ RCB across Beltway 8 to a wet bottom detention basin which mitigates the increased flow along D118-02-00. A community engagement meeting was held November 6, 2024. The Flood Control District plan to utilize the remaining funds in Bond ID F-07 to design and construct both the storm sewer improvements and the mitigation basin. The purpose of this transmittal is to receive approval of a preliminary engineering report

Expected Impact:

The acceptance of this PER will allow the Flood Control District to continue to work toward achieving the overall benefit of this project which is to reduce flood risks for the Brays Bayou watershed which has experienced several structural flooding events. The recommended alternative removes the 100-year flood plain from approximately 9 structures, 8.1 acres, and .02 miles during the 100-yr Atlas-14 rainfall event.

Alternative Options:

The alternative to approving this item would be not approving this Preliminary Engineering Report, which would result in the Flood Control District not proceeding with the final design of this Bond ID F-07 funded project.
